I guess technically you're right if she never used the phrase "greatest hits", but what else would you call "a collection of the singer's most popular songs"? Isn't that pretty much a definition of "greatest hits"?
Even if it's not strictly a GH album, it still looks to me like a repackaging of material that has already been released and purchased by fans, in order to get more money out of them for something they already have most of (or in this case half of). Hilary or any other artist is entitled to do that if they really want to, it just gives me the impression that they don't have enough new ideas for a whole album, or any confidence in their own ability to come up with enough good new stuff anytime soon so they have to recycle what they've already done.
I dunno, maybe I'm just stingy ... I didn't even buy Britney's GH:MP because I already had all her other CDs and didn't feel like paying for a whole new CD for just a few new songs.

Mandy Moore did a "Best Of" instead of calling it a "Greatest Hits".

And yeah, it is a repackaging of old material, but I see nothing wrong with that...most artists do it at some point or another. I just don't think it's time for Hilary to do it...if she had more material then yeah, but she doesn't.
