Shannon Elizabeth's outfit from the MTV Movie Awards was completely see through and definitely deserved #1. LOL!! And is it a good thing for Britney to be on a best undressed list?

Yeah at first I was like does she really need to win this thing and then it said something about the best undressed and it's supposed to mean sexy and damnit Britney is the sexiest on that whole list.
