After WWI, new breakaway countries were created from what was Serbia, Yugoslavia, the Balkans, etc. by the superpowers at the Paris Peace Conference by the Big Four; US, Britain, Italy, and France as part of self-determination, or deciding your own fate. The borders that were drawn often placed very volatile ethnicities within the same country.
Then sometime after Tito and the Communists fell, the Yugoslavian Federation fell apart and countries started forming from that mess. More borders drawn. In Serbia, Slobodan Milosevic became leader of the Serbian Communist Party in 1985.
I think Kosovo was becoming a bit more populous with Muslims. The Serbians were Christians. The citizens of Kosovo wanted to retain their limited autonomy and representation in Serbia's national government (I think it was Serbia, could have been Yugoslavia -- and Yugoslavia is made up of different united regions...I think Serbia is a part of Yugoslavia). Milosevic decided to crack down on that and started doing his genocide crap.
In 1999, NATO, after several attempts at peaceful reconciliation and negotiation, attacked Serbian and pro-Milosevic forces. Now, UN and NATO peacekeepers are there to enforce the treaty.
