Hey guys, i'm looking for a program which will convert mpeg-1 videos to mpeg-2 videos (.m2v)

Anyone known of a good program. What do the main rippers (Digital Overload, Getaway etc) use to create their vids??

They capture the files using a code like mjpeg for example and then convert it to mpeg-2, converting mpeg-1 videos to mpeg-2 videos will NOT improve the quality.
