well just go to www.geocities.com, they are a great web hoster, I really like it, and it´s reaaaaally easy, hope you make a great job

Do you mean how do you make a webpage appear to be the first one that loads up when you start Internet Explorer?

If that's what you mean - go to the 'Tools' menu in Internet Explorer - select 'Internet Options', then enter in the address of the page you want as your homepage in the 'Homepage' part of the screen that will pop up.
