Berekley is supposedly the top UC, though recent statistics have shown it was more difficult to get into UCLA the past year. I've visited the Berkeley campus on a college tour trip my freshman year, and the tour guides would often talk about extremely competitive and rigorous course loads. Not to mention the countless stories/rumors of students committing suicide each year because they couldn't handle the pressure. We were shown the building where all the students who want to kill themselves would jump off of, but tour guides often tell these stories to get the students interested. It shouldn't be discouraging though, because Berkeley is an awesome school. It really depends on your major, because it's more competitive and "overwhelming" in certain majors than others. For example if you were in a biology major and were premed, you need to be extremely competitive in order to get into medical school.
Personally, I prefer UCLA over Berkeley because it offers majors that interest me that Berkeley does not, and my sister goes to UCLA so I am partly bias.
