Because most of the time, the celebrities have more to say with whats put up, then they let on. Hence Paris Hilton having tabloids phone numbers in her Sidekick. They make you think they hate it, but hey, its publicity. Alot of times celebrities DO get paid for having their picture in a tabloid, or if they dont, they sometimes get to choose what gets published. Sharon Osbourne was faxed a picture of Kelly making a drug deal, by The Sun, that they were going to print, which is how Kelly ended up in rehab.
For the celebrities that DONT agree or get along with the press (and dont just go by the ones that SAY they dont, because most of the time, thats bullshit.) tabloids have huge bank accounts JUST for pay-off's, and when they're sued.
Pretty much, tabloids either DO pay the celebrity, or a deal has been worked out. Hardly anything happens by accident or behind a celebritiy's back in Hollywood.
