I was the first to break this story to the forums, and I broke it when it was hot. It was on
www.splashnews.com and im sure any celebrity photo agency has access to marriage licences. It later poped up everywhere, but it started at a reliable source.
Again, it's public record. Anyone with enough power (i.e. people who want to use a record for their tv show) could use it. It's not under heavy guard, because it's part of the law that people have record of their marriages so it's on record as being a marriage.
