I think she is probably over Justin she just is just remembering the heartache that she experienced during that time in her life when they did split up.

I have one very painful memory when I split up with a guy but I can honestly say I'm over it. I saw him and felt nothing.

Im sure she is over Justin, its been a long tine since the breakup, BUT Im sure she'll never forget it. How can she?? its been a major part of her life.
