Bush won over all because in the U.S. there is some thing called the Electoral college. Now, lets use Florida as an example. Say Bush got more votes in Florida than Gore did, then he'd get the Electoral College points. He happened to get the states with the highest number of points, but he didnt get the highest votes. But, we base it on the Electoral College, which how we give ourselves credit for a democracy is beyond me since we use this system, and it's not REALLY what the people want, but anyway, lets hush before X3M throws another tantrum.
