Such things are expensive. It's also not easy to monitor the entire area in and around the stadium with cameras.

True, but what else ... let such people destroy football?

And I personally also don't understand what stewards are doing in the public ... like they can stop people who want to fight. I'd almost say that they're risking their lives with such a job.

Stewards sometimes do have a positive effect though
But yes, they can be as easily the victim as a neutral and friendly fan can be!
