If they're both in the top 6 (which is very likely!) after the first 33 fixtures then yes. The Scottish premiership has a strange system. Each team plays each other 3 times before they split the league into 2 for the last five games of the season. So the last fixture between those two will be sometime in April or May after the league has been split.

Celtic and Rangers are most likely always going to be too far ahead of third place at that point for anyone to catch up. I see no point to their system ....

Maybe to have for once at least one thing different as the top 2 probably won't change anytime soon ...

Celtic and Rangers finished on 97 points last season .... third placed Hearts finished 34 points behind. Now that isn't an easy gap to make up in one summer, especially when they're trying to make it up against Rangers and Celtic. Maybe one team can finish close, but I realistically think that's the most they can hope for.
