PEPOLE PLEASE!!!! How can I do this??? (different than privious)!!! - Eternal Allegiance

I wanted to know how can I make this thing...

When there's a blend, and there's a text... Pepole are making a kind of frame to this, like a square and it's in the color of the picture background, but more bright (so we can see the wirtten).!
Please help me... you must know...
There's an example to an amazing blend Hoopstar_gurl13 has done...

You use the Selection tool, then select the part of the pic you want. Then go to Effects>Gaussian Blur.
