here is the tutorial for the glitter text...and on that one they used effects>3d effects> and chisel.. I dont have psp 8 but Im sure it is about the same if not the same.

Nope...if you don't have Animation Shop 3 or another program you can't make it. Because the text is animated - it has 3 or more frames, and to make it "blink" you need to animate it..
