Yes, the problem is within the states and its laws. Like Geiri said, the crime rate in the US is much higher than the norm. And they attempt at punishing accordingly. However, in the past they've punished too much. And the problem is that there is not enough room in prisons to house all these criminals. So what are they to do? What CAN they do? Nothing. The only way to get more people into jail in the future, is to let criminals out of jail sooner, to provide more room to punish future criminals. Make sense?

I dont know if thats the case as it is today, perhaps its a precautionary measure, as it is already happening in other countries around the world where MURDERS are getting 2 years in prison because they can't house them.
