I hope this isn't true, since that really would blow. Sometimes you have to look at the consequences of each course of action, and sometimes it gets so shitty that making deals with terrorists and dictators is the best route. Heh that must be one shitty state of affairs.
One reason why the US in particular encourages defending human rights but supports a dictatorship here and there is because there are so many factors influencing foreign policy that no one clear voice steers it (one clear voice is called a dictatorship
). That is a result of the factions in this country. So the result is sometimes contradictory, but at least it is balanced. Not too extreme in the human rights department (where you blind yourself to the best interests of your country), but also not too extreme in the support dictatorships department (where you blind yourself to the human rights violations). All in all it is a self-moderating mechanism, which isn't too shabby in my opinion.
