Umm I don't quite understand what you mean by that. Usually on IRC the ppl do not have to be online for their file server to work. Bascially you request a file and you are givien a number and you have to wait for your turn. You must be online and in the room when it is your turn. If not it passes you up and you have to start over.
If anyone has a better way of explaining it feel free to jump in. I'm really bad at explaining it.
