YES, it is SCARY.
It's about a woman on the brink of insanity (Nicole Kidman) living with her children (who are allergic to light) in a spooky old mansion while her husband is at war.
It's very suspenseful, and it makes you think. It's not a blood-and-guts movie and there isn't a single curse word in it. It's more psychological and realistic, and there are lots of "jumpy" parts.
You'll love it.
