I guess it just depends on the context of the nakedness? For example it's hardly appropriate for a young teenage girl to go to school dressed in skimpy, revealing clothes. However, take that same girl and put her on a beach, now it's appropriate to have not much on because, afterall...it's the beach. Or say a girl in college goes to class with a skirt, high heels, flashy shirt...most people would look at her like she was crazy. Take that same girl and place her in the bar later on that night and all of the sudden, she's not out of place anymore.
