I don't know that it was actually permissiable then either, but if one state wants to do it enough , I don't see exactly how they would stop them...
I wouldn't worry, it will never happen. I don't think there are many people in California that would want it to happen... or at least wait four more years and see what happens.
I heard Arnold's approval ratings have plummeted though..
