No, she shouldn't. But let's face it, it happens. You can dance around and hide behind your world of make-believe where only adults have sex, but that's a very distorted view on life.
And who's to say how old you have to be to have sex? There really isn't an age limit. I think you just need to me smart enough and mature enough when you do it. And we don't know, maybe this girl was being smart when she did it. Maybe there was a malfunction in the protection the couple used.
